The Asbestos Licensing regulations state that any work carried out involving asbestos must be done so under controlled conditions and in most cases under License from the HSE. It states that a Plan of Work (Method Statement) must be prepared for all licensable work and submitted to the enforcing Authority (HSE/EHO) detailing the full scope of works. It also details lists of materials which are deemed Licensable and those which can be worked on without notifying the HSE.
It is however very important that all works with asbestos is carried out by persons with the correct Information, Instruction and Training.

Asbestos is classified as special waste and as such should only be disposed of by companies licensed to carry special waste and should only be disposed of at landfill sites registered to receive special waste.
